指南于2026年1月28日发布,涉及环渤海经济区、长三角地区、海峡西岸经济区和粤港澳大湾区四类关键海岸带。海岸带在指南中被视为物理、生物地球化学、生态和社会经济子系统深度耦合的复杂巨系统。The call was released on 28 January 2026 and covers four strategic coastal regions: the Bohai Rim, the Yangtze River Delta, the west coast of the Taiwan Strait, and the Guangdong-Hong Kong-Macao Greater Bay Area. It treats the coastal zone as a coupled complex system connecting physical, biogeochemical, ecological, and socioeconomic subsystems.
2026年度资助方向落在三条科学主线上:协同演化与驱动机理,临界要素、临界过程与级联效应,未来演变趋势、风险评估和可持续路径。海岸带时空数据库群、融合临界动力学的区域地球系统模式、嵌入人工智能技术的数字孪生海岸带系统,分别承担可比观测、机理检验和情景推演。The 2026 funding directions fall along three scientific lines: co-evolution and driving mechanisms, tipping elements and cascading processes, and future trajectories with risk assessment and sustainable pathways. Coastal spatiotemporal databases, regional Earth system models incorporating tipping dynamics, and AI-enabled digital twin coastal systems provide comparable observation, mechanism testing, and scenario analysis.
申请书提交时间为2026年3月1日至2026年3月20日16时;依托单位须在2026年3月20日16时前逐项确认提交,并于3月21日16时前在线提交项目申请清单。Applications are accepted from 1 March 2026 to 16:00 on 20 March 2026. Host institutions must confirm submissions by 16:00 on 20 March and submit the institutional application list online by 16:00 on 21 March 2026.
培育项目方向Exploratory Project Directions
培育项目设7个方向,包括多因子驱动信号解耦、物质输移与生态效应、临界点诊断、临界级联过程、生态连通性风险、可持续性指标体系以及多源异构数据融合与重构。这些方向更偏探索性,强调原创思想、新方法和新技术路径。Exploratory projects include seven directions: nonlinear signal decomposition, material transport and ecological effects, tipping-point diagnosis, cascading tipping processes, ecological connectivity risk, sustainability indicators, and multi-source data fusion and reconstruction. These directions are exploratory and emphasize original ideas, new methods, and emerging technical pathways.
重点支持方向Key Support Directions
重点支持项目分为常规申请和联合申请。常规方向包括多要素时空演化、临界要素识别、相互作用结构、风险评估与韧性提升、渔业-生态-社会耦合、遥感与现场观测融合、AI 与数据同化耦合的区域地球系统模式。联合申请方向集中在临界动力学理论、数据融合与信息挖掘、数字孪生海岸带系统基础底座。Key support projects are divided into conventional and joint applications. Conventional directions address multi-element spatiotemporal evolution, identification of tipping elements, interaction networks, risk assessment and resilience, coupled fishery-ecology-society systems, fusion of remote sensing and in-situ observations, and regional Earth system models coupled with AI and data assimilation. Joint-application directions focus on tipping dynamics theory, coastal data fusion and information mining, and the foundational digital twin coastal system.
年度资助结构Funding Structure
- 培育项目拟资助约15项,直接费用资助强度约60万元/项,资助期限3年,研究期限为2027年1月1日至2029年12月31日。Approximately 15 exploratory projects are planned, with direct funding of about RMB 600,000 per project and a three-year duration from 1 January 2027 to 31 December 2029.
- 常规申请重点支持项目拟资助约10项,直接费用资助强度约250万元/项,资助期限4年。Approximately 10 conventional key support projects are planned, with direct funding of about RMB 2.5 million per project and a four-year duration.
- 联合申请重点支持项目拟资助约6对,每对项目直接费用资助强度约400万元/对,研究期限为2027年1月1日至2030年12月31日。Approximately six pairs of joint key support projects are planned, with direct funding of about RMB 4 million per pair and a duration from 1 January 2027 to 31 December 2030.
申请安排Application arrangements
申请书起始部分对应具体资助研究方向,并阐明项目与核心科学问题、总体科学目标之间的关系。重点支持方向8-10实行联合申请制,每组由两位不同领域申请人围绕同一研究目标联合申报,其中一位具备地球科学背景,另一位具备相应的数理或信息科学背景。获资助项目纳入数据管理共享和年度学术交流安排。Each proposal begins with the relevant funding direction and states the relationship between the project, the core scientific questions, and the overall goals. Key support directions 8-10 use joint applications by two investigators from different fields around one shared research objective: one with an Earth science background and the other with the relevant mathematical, physical, or information science background. Funded projects enter the program's data-management, sharing, and annual scientific exchange arrangements.
