Scientific challenges and policy opportunities for pilot blue carbon trading in the Guangdong-Hong Kong-Macao Greater Bay Area

Under the background of global climate change and carbon peaking and carbon neutrality goals, the blue carbon market has huge potential and is an important direction of international carbon policy and carbon trading. China's blue carbon trading is still in the exploratory stage, there are important scientific challenges such as the disunity of blue carbon resource monitoring and accounting methods, the need to improve the blue carbon market trading mechanism, and the urgent need to establish a voluntary trading system. The Guangdong Hong Kong Macao Greater Bay Area (GBA) needs to grasp the key window period of blue carbon development and use its resources and regional advantages to meet these scientific challenges. It is suggested that GBA reform the three-dimensional decentralization system of the right to use blue carbon resources, improve the regulatory mechanism of the blue carbon market, and pilot promote the standardized system of blue carbon trade access. Remote sensing, the Internet of Things, blockchain and other new technologies can be used to investigate blue carbon resources, build a full sequence list of blue carbon ecological products, and improve the total amount control and initial allocation accounting methods of blue carbon transactions. It is suggested to research and develop tradable blue carbon projects, raise blue carbon special funds, and tap the value-added potential of blue carbon resources investment, so as to expand the international financing channels for low-risk blue carbon industries and products. We propose to establish a pilot national blue carbon trading center with GBA characteristics in Shenzhen to help achieve the carbon peaking and carbon neutrality goals.
